Thank you for your request received by Transport for London (TfL) on 10 December 2024 asking for information about ULEZ.

 

Your request has been considered under the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we do hold the information you require.

 

The ULEZ was launched on 5 April 2019 and covered the same area as the Congestion Charging Zone. The ULEZ was suspended between 23 March and 17 May 2020 during the national lockdown, meaning no charges were paid during this period.

 

On 25 October 2021, the zone was expanded up to, but not including, the North and South circular roads. On 29 August 2023 the ULEZ was further extended across all London boroughs. Data shows that 96.3 per cent of all vehicles recorded driving in the zone are now compliant, with a 53 per cent reduction in non-compliant vehicles driving on an average day in the first six months of the ULEZ expansion compared to June 2023.

The latest figures show that the London-wide ULEZ has been more effective than expected. NOx emissions from cars and vans are estimated to be 13 per cent and seven per cent lower than a scenario without the expansion, amounting to a total reduction of 424 tonnes in NOx emissions. This is equivalent to removing 200,000 cars from the road for one year. Additionally, PM2.5 exhaust emissions from cars in outer London are estimated to be 20 per cent lower than without the expansion.

 

Since the launch of the ULEZ until 20 December 2024 we have received £618,021,900 from daily ULEZ charge payments. 

Any net revenue received from ULEZ is reinvested into running and improving London’s transport network, such as expanding bus routes in outer London. The expanded ULEZ will lead to cleaner air while generating ever smaller net revenues, as has been the case with the previous expansion to inner London where people switched to greener vehicles.
