Responsibility for paths alongside the A3 - Robin Hood junction To Tibbet's Corner

Hi I am interested in the following stretches of the shared cycleway/pedestrian path alongside the A3 (Roehampton Vale and Kingston Road): 1. eastbound between its junction with Kingston Vale and Tibbet's Ride 2. westbound between its junction with Wimbledon Park Side and Robin Hood Vale 3. the paths that follow the slip roads to/from Stag Lane in both directions 4. the Tibbet's Corner pedestrian/cycle underpasses 5. the pedestrian/cycle A3 underpass located between the Norstead Place and Alton Road junctions connecting the paths alongside the A3 to Wimbledon Common and to a footpath linking Norstead Place and Alton Road After many years of poor maintenance and a large number of conflicting reports from TfL of who is responsible for maintenance for these paths, please confirm the authority that is responsible for: A. Inspection of the shared cycleway/pedestrian paths for hazards B. Regular sweeping of the shared cycleway/pedestrian paths to remove broken glass, stones, litter and leaves C. Planned, less regular maintenance, of the shared cycleway/pedestrian paths (e.g. annually or twice a year). For example, remove overhanging vegetation and to remove encroaching mud from adjoining land D. Managing overhanging vegetation from any non-TfL or Council land E. Reactive maintenance of the shared cycleway/pedestrian paths (filling holes, repairing fences, replacing white lines etc.) I assume the responsible authority will be either TfL, Wandsworth Council or Kingston Council. If it is not the same authority for all of these matters, please provide a map showing who is responsible for what area if this map already exists, otherwise please provide a clear description of the areas and items each authority is responsible for covering the 5 stretches of paths outlined above. To the extent that TfL is responsible for the above matters or holds this information, please provide, for each stretch of cycle/pedestrian path as relevant: A. Planned inspection frequency of the shared cycleway/pedestrian paths B. The last inspection report for the paths and any defects noted C. Sweeping frequency and the specification of the sweeping to be undertaken of the shared cycleway/pedestrian paths D. Details of any regular scheduled maintenance of the shared cycleway/pedestrian paths E. A summary of any maintenance (beyond regular cleaning/sweeping) arranged by TfL on the paths in the past 12 months. F. A summary of any maintenance (beyond regular cleaning/sweeping) planned on the paths by TfL in the next 12 months.

Thank you for your request received by Transport for London (TfL) on 14 March 2022 asking for information about the responsibility for paths alongside the A3 - Robin Hood junction To Tibbet's Corner.

Your request has been considered under the requirements of the Freedom of Information Act 2000 / Environmental Information Regulations and our information access policy. I can confirm that we do hold the information you require. The responsibilities for the areas your are interested in are split between TfL and the boroughs of Wandsworth and Kingston. Below, we have answered the questions you have raised separately for Wandsworth and Kingston:

I am interested in the following stretches of the shared cycleway/pedestrian path alongside the A3 (Roehampton Vale and Kingston Road):

1. eastbound between its junction with Kingston Vale and Tibbet's Ride
2. westbound between its junction with Wimbledon Park Side and Robin Hood Vale
3. the paths that follow the slip roads to/from Stag Lane in both directions
4. the Tibbet's Corner pedestrian/cycle underpasses
5. the pedestrian/cycle A3 underpass located between the Norstead Place and Alton Road junctions connecting the paths alongside the A3 to Wimbledon Common and to a footpath linking Norstead Place and Alton Road

Response for Wandsworth



After many years of poor maintenance and a large number of conflicting reports from TfL of who is responsible for maintenance for these paths, please confirm the authority that is responsible for:
  1. Inspection of the shared cycleway/pedestrian paths for hazards – TfL is responsible at the locations listed above as 1, 2 and 5. Locations 3 and 4 are LB Wandsworth’s responsibility.
  2. Regular sweeping of the shared cycleway/pedestrian paths to remove broken glass, stones, litter and leaves – LB Wandsworth is responsible for all EPA duties (sweeping / litter). TfL don’t have these responsibilities in any London highway location.
  3. Planned, less regular maintenance, of the shared cycleway/pedestrian paths (e.g. annually or twice a year). For example, remove overhanging vegetation and to remove encroaching mud from adjoining land - LB Wandsworth is responsible, but TfL has undertaken this as adhoc. works on occasions
  4. Managing overhanging vegetation from any non-TfL or Council land - LB Wandsworth is responsible, but TfL has undertaken this as adhoc. works on occasions
  5. Reactive maintenance of the shared cycleway/pedestrian paths (filling holes, repairing fences, replacing white lines etc.) – TfL is responsible but only at locations 1,2 and 5, while 3 and 4 is responsibility of LB Wandsworth.

I assume the responsible authority will be either TfL, Wandsworth Council or Kingston Council. If it is not the same authority for all of these matters, please provide a map showing who is responsible for what area if this map already exists, otherwise please provide a clear description of the areas and items each authority is responsible for covering the 5 stretches of paths outlined above.
Please find above a screenshot of our boundary map. However, overhanging vegetation along Kingston Road/Roehampton Vale which often comes from the park is the responsibility of LB Wandsworth.

To the extent that TfL is responsible for the above matters or holds this information, please provide, for each stretch of cycle/pedestrian path as relevant:
A. Planned inspection frequency of the shared cycleway/pedestrian paths - This is carried out on a weekly basis for safety defects
B. The last inspection report for the paths and any defects noted - The last inspection was carried out 25/03/22 and two defects were identified situated in Kingston Road. Both defects were repaired on 26/03/22.
C. Sweeping frequency and the specification of the sweeping to be undertaken of the shared cycleway/pedestrian paths – This falls under the responsibility of LB Wandsworth
D. Details of any regular scheduled maintenance of the shared cycleway/pedestrian paths – Any maintenance that is identified as part of the safety inspections process, adhoc. cleaning may take place 1-2 times a year.
E. A summary of any maintenance (beyond regular cleaning/sweeping) arranged by TfL on the paths in the past 12 months – A works order has been raised to remove mud and sweep verges in addition to removing overhanging branches from the TfL footway has been delayed but is in progress
F. A summary of any maintenance (beyond regular cleaning/sweeping) planned on the paths by TfL in the next 12 months. The only future maintenance planned at present is outlined above in our answer to question E.


Response for Kingston



After many years of poor maintenance and a large number of conflicting reports from TfL of who is responsible for maintenance for these paths, please confirm the authority that is responsible for:

A. Inspection of the shared cycleway/pedestrian paths for hazards
Cycleway/pedestrian paths on the Transport for London Road Network are the responsibility of TfL
 
  1. Regular sweeping of the shared cycleway/pedestrian paths to remove broken glass, stones, litter and leaves
This is the responsibility of RB Kingston under their EPA (Environmental Protection Act) duties.
 
  1. Planned, less regular maintenance, of the shared cycleway/pedestrian paths (e.g. annually or twice a year). For example, remove overhanging vegetation and to remove encroaching mud from adjoining land
This is RB Kingston’s responsibility.
 
  1. Managing overhanging vegetation from any non-TfL or Council land
Managed under S15 of the Highways act by the maintainer of the adjacent land.
 
  1. Reactive maintenance of the shared cycleway/pedestrian paths (filling holes, repairing fences, replacing white lines etc.)
  2. Managed under S15 of the Highways act by the maintainer of the adjacent land.

To the extent that TfL is responsible for the above matters or holds this information, please provide, for each stretch of cycle/pedestrian path as relevant:

A. Planned inspection frequency of the shared cycleway/pedestrian paths - Inspections are carried out on a weekly basis.
B. The last inspection report for the paths and any defects noted – The date of the last inspection was 17 March 2022.
C. Sweeping frequency and the specification of the sweeping to be undertaken of the shared cycleway/pedestrian paths – Sweeping is the responsibility of RB Kingston under their EPA (Environment Protection Act) duties.
D. Details of any regular scheduled maintenance of the shared cycleway/pedestrian paths - Maintenance is carried out on a reactive basis.
E. A summary of any maintenance (beyond regular cleaning/sweeping) arranged by TfL on the paths in the past 12 months – Maintenance is carried out on a reactive basis.
F. A summary of any maintenance (beyond regular cleaning/sweeping) planned on the paths by TfL in the next 12 months - None
