Thank you for your email received by Transport for London (TfL) on 27 January 2019.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require. You asked:
1) How many advertisements paid for or sponsored by Russia Today have been placed on TFL property in a) 2016, b) 2017, c) 2018?
2) How much money has TFL received from Russia Today in exchange for displaying advertisements sponsored by or paid for by the company in a) 2016, b) 2017, c) 2018?
3) Please can you provide a list of sites where Russia Today has advertised or sponsored advertisement on TFL property in a) 2016, b) 2017, c) 2018?
There were no such advertisements in 2016 or 2018. Three sets of advertisements ran in 2017:
- ·on London Underground from 9 October 2017 – 22 October 2017. The rate card value was £110,000 and it ran on 118 sites.
- from 9 October 2017 to 5 November 2017 on bus shelters. The rate card value was £8,000 and it ran on 11 sites.
- ·on London Underground from 23 October 2017 - 5 November 2017. The rate card value was £170,000 and it ran on 141 sites.
- All advertisements were booked under ‘general distribution’, meaning we do not have a record of which stations or locations where they were displayed.
Please note that the values given for each are rate card values. The actual values are subject to negotiation with the advertising partner.

People’s Vote have run two campaigns on the TfL network:
- The first campaign ran for one day, 18 October 2018, and the rate card value for this campaign was £40,114.80. This campaign ran on escalator panels in our stations at Baker Street, Bank, Embankment, Euston, Leicester Square, London Bridge, Oxford Circus, South Kensington, Victoria and Waterloo. It also ran on LCD screens in Bank, Embankment, Euston, Leicester Square, London Bridge, Oxford Circus, South Kensington and Waterloo
- The second campaign ran in Westminster station from 14 January 2019 – 27 January 2019. The rate card value for this campaign was £15,976.
Please note that the values given for each are rate card values. The actual values are subject to negotiation with the advertising partner.
Disclosure of the final negotiated value of the advertising would prejudice TfL’s ability to maximise revenue from future advertising. The final negotiated value of the advertising is subject to exemption from disclosure under s43(2) of the Freedom of Information Act, as disclosure would be likely to prejudice our commercial interests by affecting our ability to negotiate the best possible price with potential advertisers. We consider that in this case the public interest supports withholding this information in order to protect our advertising revenue as we reinvest every pound of income in the transport network, to the benefit of fare and tax payers. Through sustained investment we are improving the transport network for the millions of people who rely on it everyday.
