You asked

Could you provide me with all of the 'platform line diagrams' used on all Underground lines at all Underground stations, all Overground stations, all DLR stations and at all TFL Rail stations? To clarify, by platform line diagrams, I am looking for element number 3 in section 3.10 of this document http://content.tfl.gov.uk/tfl-interchange-signs-standard.pdf (page 41).

Thank you for your emails received by us on 20 December 2019 asking for information about multi-modal network, track, signage, announcements and diagrams.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm we hold some of the information you require. You asked for:

text files containing all of the DVA fragments used for the announcements on all of the London Underground lines, London Overground routes, TfL Rail, the DLR and the Trams? This should ideally include all of the standard announcements made throughout the journey, and any announcements which must be manually selected by the Train Operator.

track diagrams for all of the London Underground lines, London Overground routes, TfL Rail, and the DLR? These should include the speed limit in each section of track, and location of all signals if possible.

text script of all of the speech fragments recorded for use on the on-platform and at station automated announcements on the London Underground, London Overground, TfL Rail and the DLR?

working timetables for the DLR, London Overground and TFL Rail in the same format as those on this website: https://tfl.gov.uk/corporate/publications-and-reports/working-timetables.

a list of all of the bus stops that TFL operate buses from, including the routes that operate from each of those stops. I would also like a separate list of all of the bus routes that TFL operate, and where each of these routes run between.

However, in accordance with section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.

Under Regulation 5(2) of the Data Protection and Freedom of Information (Appropriate Limits and Fees) Regulations 2004, we are permitted to aggregate requests where they relate to any extent to the same or similar information and this aggregation applies to any requests that are received within a sixty working day period, including individuals considered to be acting in concert.

We consider that the cost of complying with the six FOI requests detailed above would considerably exceed the cost limit, and therefore we are refusing the above requests. Whilst it is likely you would be able to collate much of this information using resources available on our website, either by searching for published FOI replies, or looking through the information we have published in relation to bus services here: https://tfl.gov.uk/maps/bus and bus stops here: https://tfl.gov.uk/travel-information/stations-stops-and-piers/ to locate, extract and collate all of the information requested in the format specified would considerably exceed the cost limit detailed above.

For example, providing 'platform line diagrams' used on all Underground lines at all Underground stations, all Overground stations, all DLR stations and at all TFL Rail stations’ would exceed the cost-limit alone. This is because in reference to the London Underground network for example, the diagrams you are seeking are held within individual station files – there are 270 Tube stations in total and approximately a thousand Tube line diagrams. Consequently each station file would need to be manually reviewed and each diagram extracted and suitably formatted for the purposes of your request. Furthermore we do not hold our bus data in the specific format requested and so it would require us to collate and combine information across several areas and cross reference large amounts of information to ensure that all of the information requested has been collated in full.

We suggest that, before submitting future requests, you consider which information is of the highest priority to make best use of the processing time within the FOI Act described above. As stated, you may be able to locate previous replies to identical requests by searching through our published responses which can be found here: https://tfl.gov.uk/corporate/transparency/freedom-of-information which may assist with identifying the information that you wish to request under FOI, taking into account the advice provided above.

Similarly, please be aware that requests that are to any extent similar that we have identified as being submitted from one person or individuals working in concert will be considered together for the purposes of calculating the cost limit. Therefore, we recommend submitting single, complete requests for information rather than splitting the questions amongst different requests as this will not circumvent the cost limit.

Please note that we will not be taking further action until we receive your revised request.
