I would be grateful if you could provide the following information regarding the C4 (Command, Control, Communication & Coordination) Programme that is currently being worked on in London Underground.
In particular, I require:
1) The minutes/agenda from the latest C4 Team meeting that has been published
2) A copy of the most recent proposals
3) Details of the programme, it's purpose, and proposed implementation date
4) A draft organisation chart (only containing job titles) of the proposed new structure
5) Notes or documentation on the recent "1 to 1" meetings that were carried out at all LU Service Control centres

Thank you for your request received by Transport for London (TfL) on 10 January 2018 asking for information about the C4 (Command, Control, Communication & Coordination) Programme that is currently being worked on in London Underground.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You asked for the following information regarding the C4 (Command, Control, Communication & Coordination) Programme that is currently being worked on in London Underground.
- The minutes/agenda from the latest C4 Team meeting that has been published
There are no formalised minutes from the C4 team meetings, nor is an agenda published. Any matters arising or actions are captured on an individual basis and reviewed during the week by simply informal discussion or at the next meeting by way of a verbal update. This is a chosen approach that suits the small size of team involved, and reflects the work on a continuous improvement approach to supporting local effectiveness ideas, as well as support to current teams working on business continuity and resilience.
- A copy of the most recent proposals
The programme has not made any proposals within Service Control - we intend to support current business and line teams to improve effectiveness, and business continuity and resilience.
- Details of the programme, its purpose, and proposed implementation date.
The programme intends to support current business and line teams to improve business continuity and resilience over the next 12 months. To do this we need to harness the breadth of local, cross network and pan-London knowledge and experience that we have in our people. The programme is currently exploring and working together with subject matter experts to gain a detailed understanding of the C4 community, hence the “1:1s” in Service Control Centres that have recently happened.
- A draft organisation chart (only containing job titles) of the proposed new structure
There is no proposed new structure for Service Control.
5) Notes or documentation on the recent "1 to 1" meetings that were carried out at all LU Service Control centres
The recent “1 to 1” meetings spanned 3 months through October to December 2017. All participants were voluntary and each individual session lasted approximately 25 minutes. Each individual was asked face to face a series of questions themed around career, training, performance, relationships, and working in LU. Every individual was assured that their response would remain confidential although themes would be shared at a later date. This information will be shared locally once pulled together and used to drive local improvement and business continuity plans.
Please note therefore that in accordance with TfL’s obligations under the Data Protection Act 1998 (DPA) the actual 1 to 1 notes have not been disclosed as required by section 40(2) of the FOI Act. This is because they contain almost exclusively personal information and disclosure of this personal data would be a breach of the DPA, specifically the first principle of the DPA which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 of the Data Protection Act which would make the processing ‘fair’.
However, attached is a sample of the type of themes and questions that were asked. They were used to shape conversations of which we did about 80. All the attendees attended voluntarily and were assured that the conversations would remain confidential. We are however synthesising the notes gathered from the sessions into further themes that we want to discuss with line management and the staff in the months going forward. We expect to be able to share the findings of this exercise by late Spring / early Summer.
