London Taxi delicensing and LPG conversion grant schemes

You asked

Could you please supply me with any documents relating to the Taxi Delicensing and LPG Conversion grant schemes recently announced on the TFL website? I am trying to establish how these decisions came about, the timeline involved and who was consulted before they were announced. In particular whether any outside bodies such as the London electric vehicle Company or an authorised LPG conversion company were involved in or informed of the decision prior to the statement being issued on the TFL website. Correspondence and any minutes of meetings held should be included.

Thank you for your e-mail received on 25 January 2019 asking for information about the decision to reduce taxi age limits.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm we hold some of the information you require. You asked for:

Minutes of meetings held going back until May 2018 and any other documentation supplied to those meetings as a result of any actions given to meeting attendees.

Any information supplied to the companies below and on what date regarding the delicensing scheme:

• London Electric Vehicle Company (LEVC)
• KPM Automotive
• GasCab and any other TFL approved LPG conversion company
• Dynamo taxi
• [email protected]

Minutes are not typically taken at these discussions or meetings, we have also not provided the above companies with any additional documentation, therefore we do not hold this information.

Please find attached correspondence with London Electric Vehicle Company (LEVC), GasCab, Vehicle Repowering, and Dynamo Taxi as requested. We do not hold any correspondence with KPM Automotive regarding the delicensing scheme.

In accordance with TfL’s obligations under Data Protection legislation some information has been withheld from the attached correspondence, as required by regulation 13 of the EIRs. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle of Article 5 of the General Data Protection Regulation which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.

This exception to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exception.
