Please could you tell me how many people appealled against their PCN citing : Not meaning to enter the ULEZ or entering it as a result of getting lost Not knowing about the ULEZ

Thank you for your request received by Transport for London (TfL) on 15 March 2022 asking for information about ULEZ PCNs.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

In order to challenge a penalty the recipient must first submit a representation to TfL. If the representation is accepted the penalty is cancelled. If we reject the representation the motorist has a further right of appeal to an Independent Adjudicator at London Tribunals. If the appeal is refused the penalty remains open, if it is allowed the penalty is cancelled.

I can advise that not meaning to enter the ULEZ, or entering it as a result of getting lost or not knowing about the ULEZ are not statutory grounds of appeal.
