Follow-up to TfL Ref: 2379-23254. I am grateful for your guidance and advice regarding my 2 October 2023 FOI request. Taking this into account, I now narrow scope of my request by asking for details of the: • Initial internal TfL management/staff input/advice that led to the formulation of this ‘DN10’ letter. • Actual - or approximate - date of the initial TfL drafting of this ‘DN10’ letter. • Actual - or approximate - date of the initial circulation of this ‘DN10’ letter, which I understand was made at National level by the DVLA. In closing, I again stress that I do not make this latest request with any frivolous or vexatious intent.

Thank you for your request received by Transport for London (TfL) on 7 June 2023 asking for information about the ‘DN10’ letter sent to non-compliant vehicle owners, in relation to the ULEZ scheme following your previous request, reference: 2379-2324.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require. You asked for:

Initial internal TfL management/staff input/advice that led to the formulation of this ‘DN10’ letter.

We can advise that the letter contents were drafted by TfL and checked to ensure factual accuracy, consulting with different members of staff who work in policy, legal, Data Protection, operations, scrappage and marketing across TfL, before being sent to the DVLA for fulfilment.

The content did not include any registered keeper information as TfL did not have access to this. The letters formed part of a wider customer information campaign to help drivers prepare for the ULEZ scheme.

The July letter contents were drafted during the period from mid-May to mid-June.

Actual - or approximate - date of the initial circulation of this ‘DN10’ letter, which I understand was made at National level by the DVLA.

The DVLA mailings were during the week commencing 20 February and continued until w/c 24 July 2023, resulting in 1,040,280 letters in total being sent to owners of non-compliant vehicles seen in the outer London area ahead of the ULEZ being expanded on 29 August 2023.

In your previous FOI request, you indicated you had received a letter from TfL via the DVLA dated 9 July.  During July, two mailings took place w/c 17 July and w/c 24 July. Letters were sent second class so there was a time lag in terms of the date of the letter vs when a letter lands on a doormat.  As per our previous FOI response, TfL did not have access to the registered keeper’s details of recipients of these letters, so TfL is unable to confirm which mailing letters were sent to ‘DN10’ during July, nor can TfL confirm if any letters were sent to ‘DN10’ in earlier mailings.
