TfL Ref: 2858-2122 Thank you for your request received by Transport for London (TfL) on 16 March 2022 asking for information about the Bakerloo Line Extension. Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. You asked: What is the most recent cost estimate for the Elephant and Castle to Lewisham extension to the Bakerloo line? Is there a cost estimate for the Lewisham to Beckenham Junction/Hayes extension-extension? Presenting the capital cost estimates as a range, the ‘To Lewisham’ extension is between £5.2bn and £8.7bn and the ‘From Lewisham to Hayes’ extension is between £0.8bn and £1.9bn, both at 2021 prices. The ‘To Lewisham’ cost range of £4.7bn to £7.9bn at 2017 prices, published for the 2019 Public Consultation, has been updated to allow for inflation from 2017 to 2021. The estimate range of costs reflect the contingency and uncertainty that a major capital scheme such as these extensions require at this stage of their development. The estimate range will be refined as and when the proposals are further developed, including progressing value management opportunities and how the extensions will be constructed and operated. The estimates come with a list of assumptions and exclusions - the more notable exclusions are allowances for: · VAT and Stamp Duty Land Tax (SDLT) · Operating & maintenance costs · Financing charges · Sub-optimal phased delivery of the scheme · Costs and income associated with secondary revenue streams, including oversite developments.
