You asked

Following correspondence with Customer Services: Thank you for your email. However my queries are still not answered. namely, which department in TFL is responsible for this.Is there a person who I can speak to directly. What the process is for getting a new bus stop installed. You mention in your email cost restrictions and if the site is suitable. So however much the cost is, who pays for the new stop? TFL or the council. Who actually carries out the installation work ? TFL or the council? How much (based on historic installations) do bus stops typically cost to install? You mention about if enough residents need it? How is this need measured? Do the council do a survey based on every new request?If so who carries out this survey: TFL or the council? What is the audience for this survey (eg bearing in mind I don't live in the area but am a user). How is it carried out (eg online, on the service directly, ad placed in the local newspaper)None of your responses are providing me with the detail that I require and I can't find this information on your website. Which implies to me that my request is not being taken seriously. I await your further response regarding my specific points above.

Thank you for your request received by Transport for London (TfL) on 3 November 2023 asking for information about the installation of a new bus stop, following your correspondence with Customer Services.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy.  I can confirm that we hold some of the information you require. You asked:

Which department in TFL is responsible for this. Is there a person who I can speak to directly.  

In the first instance, the process begins with Public Transport Planning within the Bus Operations Policy team. If the request is supported by this team, then the works will be implemented by various other departments including Asset Operations, who will engage with both the local authorities and the police.

What is the process is for getting a new bus stop installed. You mention in your email cost restrictions and if the site is suitable. So however much the cost is, who pays for the new stop? TFL or the council.

TfL is responsible in consultation with the council. A suitable site must be located with local authority and traffic police representatives and both parties have to be in agreement.  Usually, TfL bear the cost but if developers are in the area, they may pay what is known as ‘278 monies’, which is where the developer provides money to improve areas surrounding the development, for example, with local bus stops or road safety improvements.

TfL’s contractors build both the stops and stands. A suitable site must be located with borough and traffic police representatives and both parties must be in agreement.  
          
How much (based on historic installations) do bus stops typically cost to install? You mention about if enough residents need it? How is this need measured?

A basic bus stop costs £1,600, whilst with traffic management it is up to £2,000, (dependant on location). The council supplies the road markings.
           
The cost of a solar powered shelter, classified as a two bay non-advertising type, costs circa £10k.  For a first-time shelter, we would charge what is known as a ‘commuted fee’ for ongoing maintenance of £12.6K.
 
Do the council do a survey based on every new request?  If so who carries out this survey: TFL or the council?

The local authority carries out the survey and notification locally. However, if the frontagers are against the installation of a bus stop, then the request is rejected.
