Collision statistics for A23/Streatham High Road, London

Dear Transport for London, Please can you let me know the following for the stretch of the A23/Streatham High Road from Christchurch Road (South Circular) to Greyhound Lane for the period 1/1/2017 to 18/12/2019: The number and cause of collisions and if they involve pedestrians, cyclists, motor cyclists or vehicles of any kind. The result of those collisions - serious injury, fatalities. What plans TFL have in place for this length of road: Introduction of cyclist only lanes or routes Introduction of 20 mph speed restriction Other traffic calming measures

Thank you for your request received by Transport for London (TfL) on 18 December 2019 asking for information about collision statistics for A23 / Streatham High Road, London.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require.

To answer the second part of your request, we can advise that during the period 01/01/2018 to 31/03/2018 a scheme was being constructed on site at the junction outside St Leonard’s Church by Mitcham Lane. LB Lambeth have also, with our support, completed a scheme in this period to close a slip road immediately to the north of the signalised junction with Greyhound Lane to reduce rat running and improve the pedestrian environment.

TfL is working on a scheme in Streatham Hill – extending into Brixton Hill up to the vicinity of the Morrish Road junction to the north and the Sternhold Avenue junction to the south – and it is intended that we will undertake a formal consultation exercise on this scheme in 2020. This includes segregated cycle tracks along Streatham Hill and part of Brixton Hill, changes to junction layouts, and changes to crossings. This scheme will also include the introduction of a 20mph speed limit and traffic calming, subject to consultation and approvals.

The Vision Zero Action Plan includes an intension to introduce a 20mph speed limit for the A23 throughout this section extending from Oval in the north and Thornton Heath Pond in Croydon for introduction by 2024: http://content.tfl.gov.uk/vision-zero-action-plan.pdfPlease see specifically Figure 10 on page 38, scheme 28 (Streatham). This will also include Ambleside Avenue, Tooting Bec Gardens, and part of Mitcham Lane. It will be developed in stages subject to consultation and approvals.

TfL is intending to continue the introduction of segregated cycle facilities and a 20mph speed limit in Streatham High Road between Streatham Hill and the junction of Becmead Avenue/Pendennis Road, subject to future consultation and approvals.

At the Streatham High Road/Becmead Avenue/Pendennis Road junction there is a Cycleway proposal through this junction to provide a route to Peckham via Pendennis Road, which we have already consulted and are in detailed design stage. Construction is due to start by end of this financial year.  

In the vicinity of the junction with Gracefield Gardens, TfL is working on a proposal to relocate a pedestrian crossing and are considering traffic calming, and close the junction with Gracefield Gardens to traffic except for cyclists, progress of which is subject to future consultation and approvals. This may be subsumed in the above scheme in Streatham High Road between Streatham Hill and the junction of Becmead Avenue/Pendennis Road.

In the vicinity of the Tesco’s store in Streatham High Road, TfL is working on a proposal to provide a new pedestrian crossing, which is subject to future consultation and approvals. This may also include traffic calming.

TfL is not proposing in this busy corridor to introduce cycle only streets (for their entire length) but as noted above we are developing proposals to amend some junctions so that they can be used by pedestrians and cyclists, but will have some vehicular traffic restricted.

TfL is reviewing locations for additional fixed and deployment of new mobile safety cameras throughout its network. It is possible, subject to approvals, that this may include locations in A23 Streatham Hill and Streatham High Road between Christchurch Road and Greyhound Lane.

Finally there is a ULEZ expansion planned from October 2021 immediately north of the junction with Christchurch Road to charge non-compliant vehicles.
