We answered

Thank you for your request received by us on 31 January 2023 asking for information about ULEZ compliance. Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You specifically asked:
1) how do your determine on your website if my vehicle (REDACTED) is compliant or not. 2) where do obtain the information about my vehicle 3) under what part of what legislation are you permitted access to my vehicle details
Our ULEZ compliance data is predominantly based on the vehicle information held by the DVLA. To determine whether a vehicle is compliant with ULEZ requirements, a number of vehicle attributes are taken into consideration including the vehicle type, year of manufacture, date of registration as well as whether the emissions (NOx & PMs) are recorded.
The ULEZ Vehicle Registration Mark (VRM) Checker utilises data from a variety of sources including the DVLA and VCA (Vehicle Certification Agency), supplemented on an ongoing basis with information provided to TfL by vehicle manufacturers and the owners / registered keepers of individual vehicles.
TfL is permitted to utilise DVLA data under agreement for certain purposes, which do not extend to providing the data for personal use. Please see the Road User Charging website that explains the legal grounds that TfL relies on when using personal data.
