Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. 

Unfortunately we do not hold the information you have requested as we don’t have any documents from 2007 / 2008 on this subject other than that provided to you in our IRV response of 21 January 2019.
