Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. You asked:

Tariffs are available at Saba’s website at https://www.sabaparking.co.uk/. We only provide daily tickets.

  1. when were the current rates introduced?

On 14 October 2024. 

  1. what were the hourly and daily parking rates before the change?

Tariffs are set internally by TfL.
