Please advise, regarding the Lee Green project (https://streetbuilder.io/lewishamandleegreen/blog?share=draft-trial-location-map) that is due to be trialled in 2020:
1. Whether TfL is supplying all of the funding for the trail and final scheme.
2. How much funding TfL has budgetted to spend on the trial and final scheme
3. If TfL is sharing the cost with any other bodies, how much are those bodies contributing
3. The number of vehicles that currently use Manor Park and Manor Lane per day or week (which ever is easier for you to give me) and the number of vehicles that are expected to use these roads (per equivalent day or week) under the proposed plans according to traffic monitoring and modelling.

Thank you for your request received by Transport for London (TfL) on 13 December 2019 asking for information about the TfL budget for Lee Green Healthy Neighbourhoods.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. Your questions and our replies are as follows:

- Whether TfL is supplying all of the funding for the trail and final scheme.
Yes TfL is supplying all of the funding for the trial and final scheme. Under section 159 of the GLA Act 1999 financial assistance can be provided by TfL to the London Boroughs and other relevant authorities to support local transport improvements that accord with the Mayors Transport Strategy goals and outcomes. The scheme meets with the objectives set out in the Mayor’s Transport Strategy and is included in their Local Implementation Plan where the borough sets out is objectives over the next three years (2019-2021).
- How much funding TfL has budgetted to spend on the trial and final scheme.
The borough is allocated a yearly defined amount under the LIP Corridors programme. It is the borough decision as to how the funding is spent however the schemes/projects must meet the outcomes in the Mayor’s Transport Strategy. The borough has allocated for the trial scheme a budget of £250,000 (including outline and detailed design, one off purchasing of trial equipment and project management)
Depending on the success of the trial the borough has allocated an outline budget of £250,000 + for the permanent scheme.
- If TfL is sharing the cost with any other bodies, how much are those bodies contributing.
No other bodies are contributing to this scheme.
- The number of vehicles that currently use Manor Park and Manor Lane per day or week (whichever is easier for you to give me) and the number of vehicles that are expected to use these roads (per equivalent day or week) under the proposed plans according to traffic monitoring and modelling.
Please see attached data for the two roads you’ve asked about which are taken from traffic surveys carried out by the London Borough of Lewisham (LB Lewisham). Column B shows the daily totals over a week long period in March 2019.
With regard to expected traffic flows on these two roads, we have a paper copy of the Lewisham Healthy Neighbourhoods Traffic Modelling report (70050097) dated 24th October 2019. The report mentions (page 9) that a few local roads will have increased traffic flow. These include:
- Manor Park – northbound and southbound, increases by 145 pcu/hour in the AM & PM. The report indicates that this a flow difference greater than 100%. Actual existing flows are not provided.
- Manor Lane – southbound, increases by 70 pcu/hour in the AM & PM. The report indicates that this a flow difference greater than 100%..
Since this report was produced Lewisham’s proposals have changed and there are now additional measures planned for the network which would mean fewer vehicles using the roads above.
