Thank you for your request received by Transport for London (TfL) on 20 January 2019 asking for information about taxis (black cabs) without a 2nd MOT.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require.

You asked: During 2018 how many London licensed taxis (black cabs) were reported for not having a second MOT within 6 months of the date their taxi licence was granted?

All taxis and private hire vehicles more than 12 months from the date of manufacture are required to pass two MOT tests as a condition of continued annual licensing. The first MOT certificate must be issued not more than 14 days prior to the date of the licensing inspection and the second MOT obtained six months from the date of grant of licence.

According to our records, between 1 January 2018 and 31 December 2018, 1,646 taxis were reported for not having the correct MOT certificate in place following on-street compliance checks.

Our compliance officers have access to the Driver and Vehicle Standards Agency (DVSA) website on their handheld devices which allows them to check MOT information for vehicles. In addition, we check both taxis and private hire vehicle MOTs as a part of our regular fleet and operator visits.

The six-monthly MOT tests help to ensure that taxi and private hire vehicles remain safe and road worthy for passengers and other road users. Vehicles identified as not having undertaken a second MOT six months after the grant of licence are issued with an ‘unfit notice’ prohibiting the use of the vehicle until remedial action is taken.
