You asked

Dear TfL, I live in Lambeth on Thurlow Park Road for which I believe, TfL is the highway authority. I regularly clear leaves and rubbish from the footway outside my property and have done so for a very long time as neither TfL contractors nor anyone else does so on anything like a regular basis. Leaves and refuse are unsightly and can be slip hazards, cause obstruction and attract vermin. Often, if I do not bag up the resulting rubbish, I find it left there until the next time I do so, so infrequently is our section of the street cleaned. Please can you provide me with the follow information in respect of this section of the road, and for the stretch from the Tulse Hill Gyratory ( Norwood Road SE27) and Lancaster Avenue ( SE 27 ) as this entire stretch seems similarly neglected. 1) Does TfL directly ensure cleaning and maintaining both highway & footway or has this responsibility been devolved to Lambeth ? 2) What are the specifications to which the contractor / contractors may be expected to work and deliver ? 3) What are the performance targets and requirements set in the contract(s) ? 4) Are there any special provisions within this / these contract(s) for seasonal work like leaf-clearance, weeding, gritting, clearing snow / ice and dealing with or preventing flooding? 5) How do TfL monitor and manage performance of any such contracts ? 6) What has been the outcome of monitoring and managing of any such contract(s) and have the contractor(s)met all requirements ? If not, what action has been taken to remedy shortcomings? Thank you for your help and I look forward to your response.

Thank you for your request received by Transport for London (TfL) on 28 November 2024 asking for information about footway clearing in SE21.

 

Your request has been considered under the requirements of the Environmental Information Regulations and our information access policy.

 

Unfortunately we do hold not the information you require. TfL is not responsible for cleaning roads and clearing litter. This falls under the Environmental Protection Act (EPA) duties of the borough whether the road is maintained by TfL or not. If there is spillage on the actual carriageway TfL would deal with this but the removal of general litter, leaves and other debris, plus the cleaning of the roads is the responsibility of the borough on all roads.
