You asked

thanks for the response. This information is helpful but not complete in my view. My points are as follows. 1. Osterley Station is a listed building. what due diligence was carried out for this? Was permission gained from relevant bodies formally before entering into an agreement with this company. 2. The company has been recently formed. What due diligence was carried out to assess experience of the company to do this? 3. The character of directors ... has this been assessed in your due diligence in terms of court cases against them? Do you know that connected parties to the company are being sued for dishonesty and were any court cases checked before entering into any agreement of any sort? 4. Relationships between the company and its directors with employees of TfL.. do you have information on this and whether due diligence was carried out? 5. How did the company approach TfL? was it through a written request at arms length or via personal connections? Please clarify. If written contact, can you provide proof? 6. TfL is a public body... before entering into any agreement, why did TfL think it not necessary to consult the local council and residents who pay taxes to fund TfL? Any proof of due diligence of this?If this is a statutory right of TfL, please provide me with the statutory reference. 7. Assessment of impact of environment in Osterley given lack of parking spaces. Was this formally done? If yes, please provide me evidence of this.

We answered

TfL Ref: 2768-1819

Thank you for your further request received by Transport for London (TfL) on 18 January 2019 asking for information about Osterley Tube Station.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require.

Please be aware that, under the FOI Act, we do not have to answer a request if it would require the creation of new information or the provision of a judgement, explanation, advice or opinion that was not already recorded at the time of the request. On this basis, only questions 4,5 and 7 of your request are requests for recorded information falling under the FOI Act 2000. Our reply is therefore as follows:

4. Relationships between the company and its directors with employees of TfL.. do you have information on this and whether due diligence was carried out?

There was no relationship between AfL and our Property Development team prior to this agreement being reached. As confirmed in a previous response, the developer was subject to an extensive due diligence exercise.

5. How did the company approach TfL? was it through a written request at arms length or via personal connections? Please clarify. If written contact, can you provide proof?

We are committed to making better use of our land to provide thousands of new affordable homes for Londoners. AfL contacted our Property Development team directly. We have explored a number of opportunities with innovative smaller organisations to try and tackle the challenge of delivering homes on complex sites that otherwise might not come forward for housing. AfL represent one of these opportunities, and were selected due to their low cost and speed of construction, delivery of 100 per cent affordable housing, and their promotion of modular building methodology.

7.  Assessment of impact of environment in Osterley given lack of parking spaces. Was this formally done? If yes, please provide me evidence of this.

Due to the size of the proposed development, an Environmental Impact Assessment was not required.

If this is not the information you are looking for, or if you are unable to access it for any reason, please do not hesitate to contact me.

Please see the attached information sheet for details of your right to appeal as well as information on copyright and what to do if you would like to re-use any of the information we have disclosed.

Yours sincerely
