Further to the FOI at this weblink below, can you let me know the number of letters sent to vehicle owners broken down by local authority area (ie, by London Borough, District Council for areas outside London, etc), and a further breakdown by vehicle type (car, van, motorcycle). Thank you.

Our ref: FOI-2759-2324/GH Thank you for your request received by Transport for London (TfL) on 2 November 2023 asking for information about ULEZ. Your request has been considered under the requirements of the Environmental Information Regulations and our information access policy. Unfortunately we do not hold the information you require - 1,040,280 letters were sent via the DVLA to the registered keepers of non-compliant vehicles which we saw being driven in London ahead of when the Ultra Low Emission Zone expanded on 29 August 2023. The letters provided information on the vehicle’s compliance status, the options available including the scrappage scheme, grace periods and how the scheme operates including how to pay. The DVLA did not share any registered keeper data with TfL or any third party for this purpose, and sent these letters out on behalf of TfL. TfL is therefore is unable to advise how many letters were sent to vehicles registered to a London borough, District Council or any location outside London. TfL did not receive copies of any letters sent to the registered keepers of the vehicles nor does the DVLA retain copies of the letters sent.
