Our ref: FOI-2758-2122/GH Thank you for your request received by Transport for London (TfL) on 3 March 2022 asking for information about Penalty Charge Notices on Bromley Road. Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
How many cars have incurred this parking contravention from parking on this road in the past 2 years? How many people have appealed and what were the outcomes?
In order to challenge a penalty the recipient must first submit a representation to TfL. If the representation is accepted the penalty is cancelled. If we reject the representation the motorist has a further right of appeal to an Independent Adjudicator at London Tribunals. If the appeal is refused the penalty remains open, if it is allowed the penalty is cancelled.
From 1 January 2020 to 31 December 2021 there were 3,209 PCNs issued at this location. We received 672 representations in challenge of these PCNs. Of these 320 were accepted, 249 rejected and 103 remain open. Of the 249 rejected representations 40 appeals were made to London Tribunals. Of these 1 was allowed, 15 were refused, 13 were not contested by TfL, 1 was withdrawn and 10 remain open.
