Thank you for your request received by Transport for London (TfL) on 27 November 2024 asking for information about Hammersmith & City / Circle line speeds.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold some of the information you require.
The speed restriction you refer to is was in the Westbourne Park area on the eastbound track. It is was a safety related restriction linked to a 'tight 6ft clearance' which could have caused a minor collision of passing trains if the speeds were higher. The restriction was implemented on 21 June 2024 and was removed on 29 November 2024.
The speed restriction had no impact on the wider service as there is sufficient recovery time built into the timetable. However, for a very local journey (1 or 2 stops from Westbourne Park), passengers would have been delayed by a minute or so.
Remedial work has been undertaken which was the installation of lateral restraint plates and tamping. Following this work and a period of monitoring, we were able to remove the Temporary Speed Restriction (TSR).
We do not hold correspondence concerning this decision as the implementation of the speed restriction was 'non-negotiable' and not something we chose to do. Please find attached the Temporary Speed Restriction (TSR) paperwork which has Start and End dates and details of meterages.
Please note that in accordance with our obligations under Data Protection legislation some personal data has been removed from this document, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle of Article 5 of the UK General Data Protection Regulation which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
