Thank you for your request received by Transport for London (TfL) on 1st November 2023 asking for information about the ULEZ scrappage scheme.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

Could you tell me

1 - the name of the businesses/scrap yards disposing of cars traded in under the "ULEZ car and motorcycle scrappage scheme"?

2 - If any of the cars are sold on to other people as working vehicles?

3 - How many of the scrapped cars were valued at over £2,000 when "scrapped?”.

I can confirm that we hold some of the information you require.

In answer to Question 1, TfL does not hold the information of all the Authorised Treatment Facilities (ATF) that vehicles are being scrapped at. However, a list of authorised ATFs that successful scrappage scheme applicants can scrap their vehicles at can be found online at https://environment.data.gov.uk/public-register/view/search-elv.

The answer to Question 2 is no. Under the rules of the scrappage scheme, vehicles must be scrapped at an ATF. This must be confirmed by the scrappage applicant submitting evidence to TfL in the form of a Certificate of Destruction, as issued by the ATF, before a grant payment is issued. ATFs notify the Driver and Vehicle Licensing Agency (DVLA) that a vehicle has been destroyed and therefore cannot be re-registered. Further, ATFs are bound by the End-of-Life Vehicles directive. This means that these facilities must meet a target that at least 95 per cent of the vehicle is recycled and recovered. This is enforced by the Environment Agency.

In answer to Question 3, I am afraid that TfL does not hold this information.
