Thank you for your request received on 17 January 2019 asking for information about diesel private hire vehicles (PHV).
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.
 
Since 1 January 2018 all private hire vehicles (PHVs) licensed for the first time must have a Euro 6 petrol or diesel engine, or a Euro 4 petrol-hybrid engine.  Out of 87,170 private hire vehicles licensed in 2018, 46,001 (52.77%) were diesel only. Of the 46,001 diesel only vehicles licensed in 2018, 8,367 (18.2%) were licenced for the first time.

On 8 April 2019, the Ultra Low Emission Zone (ULEZ) will launch in central London to help improve air quality and the health of Londoners.
