I would like to make a freedom of information request for Transport for London to provide the number of driving and parking penalties which have had to be cancelled due to the owner of the vehicle being able to provide evidence that the registration mark was theirs, the vehicle in the picture was not. The data should be for the last three years and listed 2015, 2016, 2017.

Thank you for your request received on 23 December 2017 asking for information about incorrectly issued penalty charge notices (PCNs).

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked for:

The number of driving and parking penalties which have had to be cancelled due to the owner of the vehicle being able to provide evidence that the registration mark was theirs, the vehicle in the picture was not. The data should be for the last three years and listed 2015, 2016, 2017.

In instances when the keeper of a vehicle concludes that a PCN has been issued due to another vehicle displaying their registration then a representation should be made to TfL. To minimise fraudulent claims TfL require that this representation includes any supporting evidence such as a police crime reference number; supporting independent statements that the vehicle was not at the location on the day in question or pictures of their vehicle showing differences between that and the vehicle committing the contravention. When such evidence is provided and verified the PCN will be cancelled.

The table below shows the number of PCN cancelled on such grounds from 2015-2017.
