"Please note that I am requesting the details of all parking fines accrued to TfL vehicles and paid for out of the TfL budget; the size of the fine in each instance; and the details of the offence."

Thank you for your request received by Transport for London (TfL) on 15 January 2019 asking for information about parking fines issued by any of the 33 local London councils, to a TfL-owned vehicle, and paid for by TfL.

I can confirm that we do hold the information you require. However, to provide the information you have requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

Under section 12 of the FOI Act, we are not obliged to comply with requests if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. In this instance, we estimate that the time required to answer your request would exceed 18 hours which, at £25 per hour (the rate stipulated by the Regulations), exceeds the ‘appropriate limit’.

We have a number of different areas of TfL which have vehicles. These areas have different ways of recording information relating to any parking fines received. Whilst some are able to provide the numbers of any such fines, providing the requested details for each incident would take an excessive time to identify and collate. To ensure we identified all of the TfL vehicles we would also need to contact many areas of the business to check whether they have vehicles, and if so, if they have received any such fines.

To help bring the cost of responding to your requests within the £450 limit, you may wish to consider refining your requests to concentrate on matters which are important to you.

Whilst, as explained above, it would take an excessive amount of time to check the exhaustive list of vehicles and whether any fines have been received we do have a ‘Vehicle logistics’ department which is the main vehicle provider for TfL – covering London Bus Operations and Group Safety, Surface Transport, Tramlink and London Underground.

Information on these support vehicles is held centrally and we can provide you with this information, including the requested detail, within the appropriate limit. If you would like this information, please let me know. To reiterate, this would cover the majority of TfL vehicles, but would not include some vehicles such as Dial-A-Ride or enforcement vehicles.
