Dear Transport for London, Parts of the cycle route between Victoria Park and Barkingside formerly advertised as "Quietway 6" have now been marked as Cycleway 16, suggesting the route has been assessed under the TfL Cycle Route Quality Criteria (see Cycleways Signing Guidance: http://planning.data.tfl.gov.uk/cycleways-signing-guidance.pdf and the tool itself: https://tfl.gov.uk/cdn/static/cms/documents/cycle-route-quality-criteria-spreadsheet-tool-v1.xlsx ) Under the Freedom of Information Act 2000, please give me: 1. The outcome of Q6/C16's assessment against the Cycleway criteria - i.e. the "Cycleway Signage Assessment", and completed New Cycle Route Quality Criteria tool spreadsheet (if there is one) 
2. details of any changes identified that would be necessary to bring the entire route from Victoria Park to Barkingside up to standard 3. If the New Cycle Route Quality Criteria tool spreadsheet was not used, rationale as to why it wasn't considered appropriate in this context

Thank you for your request received by Transport for London (TfL) on 22 February 2022 asking for information about Quietway 6/Cycleway 16 assessment under New Cycle Route Quality Criteria.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. You asked: Parts of the cycle route between Victoria Park and Barkingside formerly advertised as "Quietway 6" have now been marked as Cycleway 16, suggesting the route has been assessed under the TfL Cycle Route Quality Criteria (see Cycleways Signing Guidance: http://planning.data.tfl.gov.uk/cycleways-signing-guidance.pdf and the tool itself: https://tfl.gov.uk/cdn/static/cms/documents/cycle-route-quality-criteria-spreadsheet-tool-v1.xlsx )

Under the Freedom of Information Act 2000, please give me:

1. The outcome of Q6/C16's assessment against the Cycleway criteria - i.e. the "Cycleway Signage Assessment", and completed New Cycle Route Quality Criteria tool spreadsheet (if there is one)

2. details of any changes identified that would be necessary to bring the entire route from Victoria Park to Barkingside up to standard

3. If the New Cycle Route Quality Criteria tool spreadsheet was not used, rationale as to why it wasn't considered appropriate in this context


Please find attached the Cycleways assessment form for Cycleway 16.  We do not hold a Cycle Route Quality Criteria tool Spreadsheet for this route.

Within the Cycleways assessment form you will note a 50m section of the route did not meet The Quality Criteria.  At the time of survey the AM peak had 620 vehicles (as opposed to the maximum threshold of 500) and an 85th percentile speed of 32mph along The Drive between Exeter Gardens and Cowley Road.  While this short section of the 6km route did not meet the quality criteria, the remainder of the route did and a decision was made to re brand the entire route as Cycleway 16.  At present there are no plans in place to improve The Drive.

As TfL were confident the route largely met the quality criteria, undertaking a full Cycle Route Quality Criteria tool spreadsheet would have been an unnecessary use of the limited resource this project had.
