Hi there, We are looking to find out more details on the number of Penalty Charge Notices issued since the the ULEZ scheme was introduced. I understand that charges were only issued from May 2019. Would it be possible to provide a breakdown of the PCNs issued by high and low charge as well as broken down by vehicle fuel type (petrol/diesel) from May 2019 to today.

Thank you for your request received by Transport for London (TfL) on 5 December 2019 asking for information about Ultra Low-Emission Zone (ULEZ) penalty charge notices (PCNs).

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require. You asked:

We are looking to find out more details on the number of Penalty Charge Notices issued since the ULEZ scheme was introduced. I understand that charges were only issued from May 2019. Would it be possible to provide a breakdown of the PCNs issued by high and low charge as well as broken down by vehicle fuel type (petrol/diesel) from May 2019 to today.

We introduced the ULEZ on 8 April 2019. As the ULEZ scheme was new, between 8 April and 10 May we issued warning notices rather than PCNs.

ULEZ penalties are payable at two rates:

• Low - Most vehicles including cars, vans, motorcycles, motor tricycles and mopeds weighing less than 3.5 tonnes. Penalties are payable at £160, reduced to £80 for payment within 14 days.
• High - Heavier vehicles, including lorries (over 3.5 tonnes) and buses/coaches (over 5 tonnes). Penalties are payable at £1000 reduced to £500 if paid within 14 days.

We have issued 458,008 PCNs for ULEZ contraventions between 8 May and 20 December 2019.

This comprises 6,189 for the high charge and 451,819 for the low charge.

We do not record a vehicle’s fuel type when issuing a PCN and therefore do not hold this information.
