Follow on from FOI-2466-2223 Could you provide me with all Company Council Minutes from 16.05.2017 until 31.12.2017? At the LU Company Council of 23 February 2017, Jean Cockerill, Director of Employee Relations, stated that there would be a separate session to focus on attendance and Occupational Health and that she develop a proposed agenda for that meeting. At the LU Company Council of 27 April 2017, Jean Cockerill, Director of Employee Relations, stated that this meeting/session would be in 2nd or 3rd week of June 2017. Could I receive a copy of both the draft agenda and agreed agenda for this meeting, the minutes and transcript of that meeting and any further notes or actions associated with that meeting? Could you also confirm if there were any subsequent meetings on this issue? If so, could I be provided all the documentation for those meetings. At the LU Company Council of 27 April 2017, Nick Dent, General Manager Metropolitan Line, stated a review of Occupational Health was carried out which found that it ‘was operating in line with with the company guidance and any legal requirements’. Could you provide a copy of this review and all associated documents? Furthermore, at this same meeting, Jean Cockerill took an action to confirm the process for raising a complaint about Occupational Health medical processes. Could you provide the relevant documents related to this action and which exhibit what the confirmed process was? In addition, could I have all the documents regarding Station Attendance Meetings and Doctor Patient Confidentiality that were raised to Jean Cockerill in writing by the RMT in 2017 and her written response to the RMT. Finally, at the same meeting on 24.04.2017, Jean Cockerill confirmed that a formal letter regarding the proposed changes to the wording of the grievance procedure would be sent to all unions. Could you provide me with this letter as well as the responses from the unions and the final agreed wording for the grievance procedure?

Thank you for your request which we received on 20 January 2023, asking for Company Council Minutes and other associated documents.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy.

Unfortunately, to provide the information you have requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004. Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.

We have estimated that it would cost in excess of £450 to provide a response to your current request. This is because it is estimated that it would take over 18 working hours to retrieve and compile the information you have requested. We don't have a complete centralised record of the minutes and documents you require. If they are still held, we would have to get multiple people across a number of different departments to manually search through their email records and other storage areas to try to locate the information you asked for.

To help bring the cost of responding to your request within the limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking.
