We answered

TfL Ref 2683-2021 Thank you for your request received by Transport for London (TfL) on 24 March 2021 asking for copies of the job description and Hay scoring information for the new LU role of Asset Operations Engineer. Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You asked: I would like all draft & final copies of the job description for the new LU role of Asset Operations Engineer which is a Q2 grade. I would also like to see all of the written document produced during the "Hay scoring" process which was applied when evaluating the aforementioned job description, including rationale, scoring explained and outcome etc. The Asset Operations Engineer job description was reviewed and evaluated by HR colleagues as part of an organisation change. This role was evaluated at a Hay score 301. The following rationale shows what was recorded on our on line Job Evaluation Manager tool and that is all we do when evaluating roles: “This role supports the operational railway both from the LUCC and may, when required, attend site during asset failures or PIOTs etc. Their role is to provide advice and guidance on the resolution of failures etc. This requires them to have a broad understanding across multiple asset types, rather than specialising in one specific asset. They will contribute to the resolution of asset failures and liaise with Senior Operating Officer and Network Operations Tactical Manager within the LUCC as well as Service Control, the ERU, DRMs attending site and asset specialists. Their role is to ensure failures are resolved as quickly and effectively as possible thus restoring the train service.” We ratified the evaluation in terms of internal relativity and roles comparability across the organisation. There was no documents produced regarding an evaluation of the job description; a meeting was scheduled for 13/01/20 between HR staff members to discuss the evaluation but there was no written rationales or other meeting notes taken. In general, we do not provide Hay scores for the operational roles as they usually are spot grades. Also attached is the job description for the role. It is the only version of the job description that we hold. If you are considering submitting a further FOI request please think carefully about whether the request is essential at this current time, as answering FOI requests will require the use of limited resources and the attention of staff who could be supporting other essential activity.
