Public body advertising spending

Could you please disclose information on what public bodies have spent on advertising on the Transport for London network, broken down by individual campaign in 2018/19 so far? Examples of public bodies include any government departments or non-political organisations such as the British army, the Metropolitan Police, British Transport Police or the National Counter Terrorism Security Office. By individual campaign I mean for example, the recent ACT – Action Counters Terror campaign or the Home Office’s recent Hate Crime Awareness advertisements. If it is not possible to break down spending by individual campaign, please provide monthly or quarterly breakdowns of spending on TfL network advertisement by each public body that has spent money with TfL on advertising. I will gladly accept responses to the address below, or via email. Please confirm receipt for this request for information as soon as possible.

Thank you for your request received on 14 January 2019 asking for information about advertising spend on the TfL network by public bodies.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require.

Please see the requested information in the table below that details every advertising campaign from central government departments and their affiliated organisations run by Exterion in 2018/19. Please note that the values for each campaign are rate card values and not the actual values.

In accordance with the FOI Act we are not obliged to supply the actual values as they are subject to a statutory exemption to the right of access to information under section 43(2). The actual values are subject to negotiation with the advertising partner, and the disclosure of any negotiated rate would prejudice our ability to maximise future revenue from advertising.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities but in this instance the public interest in ensuring that we are able to obtain the best value for public money outweighs the general public interest in increasing transparency of our processes.

In addition to this table, JCDecaux ran one campaign from the Department of Business, Energy and Industrial Strategy on the National Living Wage. However, JCDecaux operate on a different contract to Exterion where they pay a guaranteed sum of money on an annual basis (paid periodically) with a revenue share over and above that guarantee. Therefore, we do not hold rate card values of their campaigns.
