We answered

TfL Ref 2680-2021 Thank you for your request received by Transport for London (TfL) on 24 March 2021 asking for information about signage in Dulwich Village in relation to a PCN. Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You asked: I have received a PCN for contravention 33e at Dulwich Village (Northbound) toward Pickford. There was no visable displayed signage clearly displayed to prevent violation of this new restriction Zone. Please could you send me details of the signage relating to this part of the restricted area. From your request, it’s assumed that by ‘Pickford’ you are referring to Pickwick Road, Dulwich Village and consequently, this response is based on this assumption. If this is not correct please let me know as soon as possible. Firstly, to clarify, the scheme you are asking about is on a London Borough of Southwark-managed road. You may want to contact Southwark directly for more information and for copies of the Regulatory signage that correspond with the Traffic Regulation Order for the restricted access which they will hold. The link to Southwark’s Freedom Of Information webpage is: https://www.southwark.gov.uk/council-and-democracy/freedom-of-information-and-data-protection/freedom-of-information-requests. Further information on this scheme is also available on the Council’s website:https://www.southwark.gov.uk/transport-and-roads/improving-our-streets/live-projects/our-healthy-streets/our-healthy-streets-dulwich. With regard to the information we hold, on the A205 Dulwich Common which forms part of the South Circular Road and which we manage, there is some advisory signage of the restriction ahead, but the actual restrictions are on the London Borough of Southwark’s roads and as stated above, they are responsible for maintaining these signs on their roads. However, we do hold a draft sketch from the consultation we had with Southwark from August 2020, attached, (please see document DMTN phase 2 – Aug rev.pdf), which shows the signage you are asking for, however you will need to contact Southwark directly to obtain a copy of the current drawings and for copies of the Regulatory signage as they own the drawings / images. We also hold a drawing (please see document C05XX-SGT-30-100 RevE Peripheral road_Redacted.pdf) as attached, which we received on 5/10/2020 from LB Southwark showing advisory signage on Dulwich Common on pages 2 and 3. Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’. If you are considering submitting a further FOI request please think carefully about whether the request is essential at this current time, as answering FOI requests will require the use of limited resources and the attention of staff who could be supporting other essential activity. Where requests are made, please note that our response time may be impacted by the current situation. If this is not the information you are looking for, or if you are unable to access it for any reason, please do not hesitate to contact me. Please see the attached information sheet for details of your right to appeal as well as information on copyright and what to do if you would like to re-use any of the information we have disclosed. Yours sincerely Sara Thomas FOI Case Management Team General Counsel Transport for London
