We write to request inspection records for outside number 38-38A Brixton Road, Lambeth, SW9 6BT and the immediate surrounding area from 01/01/2018 to present since we have recently received notification of a personal injury claim arising from an exposed cable situated at the above location.
We require street inspection records to include, driven surveys, walk- about surveys and any other general maintenance records. For the sake of completeness, we should appreciate confirmation as to whether a s81 notice was issued in relation to the subject defect. We have searched our database and have been unable to locate a s81 notice. Please confirm if such notice exists and if so, please provide a copy.
Please also advise:
- how often inspections are undertaken
- method of inspection
- provide a copy of your inspection policy.

The repair history of this section of Brixton Road from 01/01/2018 can be found in the attached spreadsheets (note that you may need to expand the width of some columns to read the information in full). This includes details of safety inspections; defects identified with a description; the date (we do not record the exact time); the defect type, and; the repair status. It also includes details of defects reported through the public enquiry manager (PEM).
The safety inspections on this section of Brixton Road are carried out using a walking inspection once per month.
TfL’s road maintenance process relating to road safety inspections is detailed in the London Highways Alliance Contract, volume 2, service information (common) section 2.1. This include the details of maximum time between identification and repairs. A copy is attached.
TfL will ensure that the roads under its responsibility remain safe following the Well Maintained Highways Code of Practice for Highway Maintenance. The Transport for London Road Network (TLRN) is inspected on a regular basis, an effective way of assessing and recording the relative risks associated with potential circumstances of network condition. There are three categories of inspections – safety, service and condition and each of these inspections provide the basic information for addressing the core objectives of highway maintenance namely network safety, serviceability and sustainability. This information is used to develop maintenance programmes.
Finally, regarding Section 81 notices, were issued during this time.
