You asked

I am writing to you under the Freedom of Information Act 2000 to request information on development of TfL-owned station carparks. Please provide answers to the following: 1. For which stations has TfL (and/or development partners) received planning permission for a housing development on the station car park? For each station, please indicate if construction has begun. 2. For which stations has TfL (and/or development partners) currently submitted a planning permission request for a housing development on the station car park? 3. For which stations is TfL (and/or development partners) currently consulting on a proposed housing development on the station car park? 4. For which stations is TfL (and/or development partners) currently drawing up or considering plans for a housing development on the station car park? 5. For each station listed in answer to the questions above, please give the number of station car parking spaces that will remain once development is complete. If this is not yet finalised, please indicate whether or not TfL plans to retain any station car parking spaces. Please provide answers in electronic form, ideally in Excel format and not as a PDF or other image file.

Thank you for your email received by Transport for London (TfL) on 2 December 2019.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm we do hold the information you require.

As one of London’s largest landowners, we are striving to build the homes that the capital and Londoners desperately need, bringing forward thousands of homes on dozens of sites across London in locations in close proximity to the transport network, which is where people want to live and are the most efficient sites to develop. These proposals are a fantastic opportunity to deliver affordable, high quality homes at pace, while also generating significant ongoing revenue to reinvest into the transport network.

Our proposals will provide new homes and encourage a shift to more sustainable modes of transport through the reduction in size or closure of car parks alongside providing better facilities for pedestrians and cyclists. Where our development proposals utilise land currently used for car parking, we will continue to provide Blue Badge spaces for our customers. We will always consider any impact our proposals could have on people with accessibility needs throughout the planning process.

You asked:

  1. For which stations has TfL (and/or development partners) received planning permission for a housing development on the station car park? For each station, please indicate if construction has begun.

Blackhorse Road (LB Waltham Forest) - construction commenced - six blue badge spaces will remain.

Colindale (LB Barnet) - approved by Planning Committee subject to conditions and S106 Agreement  -  two blue badge spaces will be re-provided.

2.            For which stations has TfL (and/or development partners) currently submitted a planning permission request for a housing development on the

station car park?

Osterley (LB Hounslow) – proposing to retain 75 spaces, including 3 blue badge spaces.

Sudbury Town (LB Brent)  – proposing to retain 3 blue badge spaces.

3.            For which stations is TfL (and/or development partners) currently consulting on a proposed housing development on the station car park?

Canons Park (LB Harrow)

Rayners Lane (LB Harrow)

Stanmore (LB Harrow)

Wembley Park (LB Brent)

Finchley Central (LB Barnet)

High Barnet (LB Barnet)

4.            For which stations is TfL (and/or development partners) currently drawing up or considering plans for a housing development on the station car park?

We are looking at all our land across London in order to provide high levels of affordable housing. TfL is currently looking at the potential to provide new housing at Hounslow West (LB Hounslow), any proposals will be subject to consultation and engagement with the local community.

Unfortunately, we are not able to release the name of the other station which we are currently considering to develop as we are in an early process of negotiating an access point to the site and disclosing the location name at this point in time would likely affect our ability to get best value for the site from the neighbouring land owners. In this instance the section 43(2) exemption has been applied as disclosure of this information would be likely to prejudice our commercial interests.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. TfL recognises the need for openness and transparency by public authorities but in this instance the public interest in ensuring that TfL is able to obtain the best value for public money outweighs the general public interest in increasing transparency of our processes.

5.            For each station listed in answer to the questions above, please give the number of station car parking spaces that will remain once development is complete. If this is not yet finalised, please indicate whether or not TfL plans to retain any station car parking spaces.

Sites listed under questions three and four, along with any future pipeline sites, are subject to extensive consultation and engagement and we therefore aren’t able to confirm parking figures as these will change regularly. Therefore this information is being withheld under section 22 of the FOI Act. Section 22 provides an exemption to the release of information where it is due for publication at some future date and where, in all the circumstances of the case, it is reasonable to withhold it until publication.

We will confirm the number of parking spaces we are proposing for each site as part of the planning application process, which will be published on the individual council’s websites once the applications are submitted. We hope to submit these applications in the first half of 2020.  We will only know the exact number once planning permission has been granted. At each site as a very minimum we will be re-providing the blue badge spaces.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities and the particular public interest in disclosure of this information. However in this instance, it is considered that the public interest favours the publication of this information, in context and according to the pre-determined schedule, rather than in response to your request, to ensure the information is provided accurately and in an accessible manner.
