I wish to request the information below for the latest period that you have it. Ideally the latest 12 month period but monthly is fine. 1. The number of vehicles where the congestion charge has been paid but where the vehicle never entered the congestion charge zone: split by manual payments and incorrect autopay payments 2. The total administration costs of the autopay programme. And the total number of autopay registered vehicles. If this is not possible a breakdown of where the £10 per year autopay payment per vehicle goes

Thank you for your request received by Transport for London (TfL) on 18 December 2017 asking for information about Congestion Charging.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. Unfortunately we do not hold the information you require.

  1. The number of vehicles where the congestion charge has been paid but where the vehicle never entered the congestion charge zone: split by manual payments and incorrect autopay payments

     

     

    We do not record the number of charges which have been incorrectly purchased. This is because when a charge is purchased it is purchaser who nominates the vehicle and the date of travel; therefore we do not know whether that charge is for the day or vehicle they intended to pay for. Furthermore, our Congestion Charge Auto Pay facility allows motorists to register with us and be automatically billed each time they drive within the zone during charging hours. This removes the responsibility from motorists to verify whether or not they have driven in the zone as they will only be billed if the vehicle is observed by one of our Automatic Number Plate Recognition cameras. As such, a driver will not be charged unless their registered vehicle is observed within the zone by one of our cameras, during charging hours.

CCAP is run as part of the wider Congestion Charging scheme and it is not possible to split out the specific costs of running CCAP from the total costs of the scheme. There are however a variety of costs involved in running CCAP and these include dealing with general enquiries, processing the records and images, issuing statements, collecting the charges, dealing with failed payments and retrieving outstanding account balances as well as the associated technology and infrastructure.

There are currently 466,847 vehicles registered for CCAP.
