I am conducting some research on PAYG travel. I would be grateful if you could provide statistics on the following o What is the average number of tube journeys that a PAYG user makes before capping his card? o What is the average number of NR journeys that a PAYG user makes before capping his card? Any assistance in breaking down the NR journeys by TFL Travel Zone/station/TOC would be very helpful. o What is the average number of tube journeys that a PAYG user makes after capping his card? o What is the average number of NR journeys that a PAYG user makes after capping his card? Any assistance in breaking down the NR journeys by TFL Travel Zone/station/TOC would be very helpful. o How many journeys are made on capped PAYG cards on National Rail? Any assistance in breaking down the NR journeys by TFL Travel Zone/station/TOC would be very helpful. o Do you have any data of passengers that cap their PAYG cards and then buy a NR ticket (i.e. Do not travel on PAYG to their destination)? Any assistance in breaking down the NR journeys by TFL Travel Zone/station/TOC would be very helpful. o Do you have any data of passengers that have travelled into London on a single or return NR ticket and then capped a PAYG card? Any assistance in breaking down the NR journeys by TFL Travel Zone/station/TOC would be very helpful. o How many capped PAYG cards’ final journey on a given day is to a London Terminal station? o Does TFL keep data of the numbers of PAYG users that ‘nearly’ cap out a card (say for PAYG users that are just below the applicable cap)? If so, could you please provide figures on the number of PAYG cards that are ‘just below’ the applicable cap up to the following amounts: 1-10p, 11-20p, 21-30p, 31-40p, 41-50p, 51p-£1, £1.01-1.50, £1.51-2, £2.01-2.50?

Thank you for your request received by Transport for London (TfL) on 15 December 2017 asking for information about PAYG travel.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy.

I can confirm that we do hold the information you require. However, to provide the information you have requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

Under section 12 of the FOI Act, we are not obliged to comply with requests if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. In this instance, we estimate that the time required to answer your request would exceed 18 hours which, at £25 per hour (the rate stipulated by the Regulations), exceeds the ‘appropriate limit’.

The cost limit would apply because our system which records PAYG travel does not hold data that enables these questions to be answered without a large amount of work extracting and analysing the information in a very specific way to enable the questions to be answered, and it is this work which would be excessive.

To help bring the cost of responding to your requests within the £450 limit, you may wish to consider refining your requests to concentrate on matters which are important to you.

Although your request can take the form of a question, rather than a request for specific documents, TfL does not have to answer your question if it would require the creation of new information or the provision of a judgement, explanation, advice or opinion that was not already recorded at the time of your request. If you have specific questions relating to these topics we may be more easily able to respond to these than to a request for any information held.
