I am FORMERLY making a Freedom of Information request for all of the details of the new traffic cameras installed at the junction of the A312/A315. Clarification received 24/01/2023: Cameras have been installed on the traffic lights at the junction of the A312/A315. My FOI request is simple. WHAT ARE THESE CAMERAS FOR? I have been campaigning for SPAD cameras at his junction as red jumping is common. I have been met with excuses, obstruction, and lies on why this can't be done! These cameras do not look like SPAD cameras to me! So what are they for? Is that clear enough?

Thank you for your request received by Transport for London (TfL) on 20th January 2023 - as clarified on 24th January 2023 - asking for information about cameras installed at the junction of the A312/A315.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

This was then clarified as follows:

Cameras have been installed on the traffic lights at the junction of the A312/A315. My FOI request is simple. WHAT ARE THESE CAMERAS FOR? I have been campaigning for SPAD cameras at his junction as red jumping is common. I have been met with excuses, obstruction, and lies on why this can't be done! These cameras do not look like SPAD cameras to me! So what are they for? Is that clear enough?”.

I can confirm that we hold the information you require.

Following the Mayoral decision to proceed with the expansion of the Ultra Low Emission Zone (ULEZ) London-wide, TfL has been and will be continuing to install Automatic Number Plate Recognition (ANPR) cameras in preparation for the launch of the scheme in August 2023. The cameras at this location are TfL ANPR cameras. ANPR cameras have been used to enforce Road User Charging schemes such as the Congestion Charge, Low Emission Zone and the ULEZ in central and inner-London for many years. Currently the newly installed outer-London ANPR cameras are not operational, with no data being transmitted onward for use. The cameras will transmit data for measuring levels of vehicle compliance with the ULEZ emissions standards from April 2023, and will transmit data for enforcement when the scheme goes live in August 2023.

TfL has completed Data Protection Impact Assessments (DPIAs) of the expansion of ULEZ which took place in 2021 and of the forthcoming expansion in August 2023 which set out how we minimise data collection from ANPR cameras, how data will be used and how we keep it secure.
