I am writing to you under the Freedom of Information Act 2000 to
request the following Information.
The request is for information regarding TfL’s Ultra Low Emission Zone. My questions are:
1. The expansion of the Ulez zone to the rest of London was brought in on 27 August. Could you provide me with 1) the total number of vehicles that travelled in the zone in the first month of Ulez (27 August- 30 September)? 2) the total number of non-compliant vehicles that drove in the zone in the first month of Ulez (27 August- 30 September)? 3) the number of people that paid the charge in this period?
2. I understand that between 27 August and 26 September TfL did not issue any Ulez fines but instead sent out warning letters to drivers. Can you please provide me with 1) the total number of warning letters sent out in this period? 2) Can you send me the total number of fines sent between 27 Sept and 25 October?
If it is not possible to provide the information requested due to the
information exceeding the cost of compliance limits identified in
Section 12, please provide advice and assistance, under the Section 16obligations of the Act, as to how I can refine my request.
If you can identify any ways that my request could be refined, I would be grateful for any further advice and assistance.

TfL Ref: EIR-2663-2324 Thank you for your request received by Transport for London (TfL) on 26th October 2023 asking for information about the ULEZ scheme. Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. Note that the London-wide expansion of ULEZ began on 29th August 2023, not 27th August 2023. The total number of ULEZ PCNs issued between 26 September (the day we first started issuing PCNs) and 25 October was 176,328. As per page 4 of the First Month Report, approximately 0.2% of the vehicles being driven in the zone on an average day receive a PCN.
