Please can you provide me with all information relating to the procurement process - tendering for a charity to be selected -to cover TFL requirements to deliver the garden bridge project. Did TFL undertake a procurement - tendering process to look at the best options for delivering the garden bridge project? YES /NO Was the Garden Bridge Trust Charity the only 'delivery vehicle' considered for the delivery of the garden bridge project? YES /NO If YES - please tell me how this fits in with TFL legal obligations re: tendering and procurement policy being open to fair - demonstrating competition? Did TFL know Thomas Heatherwick Heatherwick Studio was a founder of the Garden Bridge Trust?

Thank you for your email received by us on 17 December 2017 asking for information about the Garden Bridge.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.

The Garden Bridge Trust was established as an independent company limited by guarantee, with charitable status, specifically to deliver the Garden Bridge Project. As the Trust was not providing works, goods or services to TfL, there was no procurement process required as the procurement regulations did not apply.

We also considered whether TfL should deliver the project, but determined that an independent charity would be a more effective approach.

We were aware of the Trustees’ intention to appoint Thomas Heatherwick as a Founder Member, as provided for in the Garden Bridge Trust’s Articles of Association.
