We answered

TfL Ref: FOI-2656-2021 Thank you for your request received by Transport for London (TfL) on 16th March 2021 asking for information about Low Traffic Neighbourhoods. Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. Your questions are answered in turn below: Question: Does an LTN Design require: (1). Consultation with TFL? (2) . Ratification by TFL? Does Implementation of an LTN require: (1). Consultation with TFL? (2) . Ratification by TFL? All LTN proposals funded under the London Streetspace Programme were submitted by boroughs to TfL for assessment, and our officers have worked with boroughs to develop proposals as required to ensure they meet the standards defined by TfL’s Streetspace Guidance. Where schemes affect either the Transport for London Road Network (TLRN) or Strategic Road Network (SRN), boroughs are required by law to submit a Traffic Management Act Notification to TfL for formal assessment of impact on TfL assets and strategic traffic flows. TfL then makes a decision as to whether or not to fund proposals, and we have power of veto over schemes that affect the TLRN / SRN. More general information about Low Traffic Neighbourhoods and the Streetspace programme can be found on our website here: https://madeby.tfl.gov.uk/2020/12/15/low-traffic-neighbourhoods/ https://tfl.gov.uk/travel-information/improvements-and-projects/streetspace-for-london https://tfl.gov.uk/info-for/boroughs-and-communities/streetspace-funding Question: What data is TFL: (1) bound by regulation to provide to Boroughs? (2) actually providing to Enfield and Haringey Councils? about traffic movements, levels and impacts in relation to experimental or proposed LTNs in N22 and N11? TfL provides data to boroughs upon receipt of a request. Such requests can include, for example, data on walking, cycling, buses, and passenger counts on the tube. TfL lists the data that is available on our website here: https://tfl.gov.uk/info-for/open-data-users/our-open-data#on-this-page-1 TfL has provided iBus data to Enfield, which includes impacts on the journey times of bus routes neighbouring the two LTNs. TfL have not received any other data requests from either borough. If this is not the information you are looking for please do not hesitate to contact me. If you are considering submitting a further FOI request please think carefully about whether the request is essential at this current time, as answering FOI requests will require the use of limited resources and the attention of staff who could be supporting other essential activity. Where requests are made, please note that our response time may be impacted by the current situation.
