My FOI request to TfL is as follows,
The Govt website, Gov.UK, 'Ultra Low emission Taxi Infrastructure scheme updated Aug 2020', displays TfL received £5.244,000. This money was to install 92 Rapid Charge-point's in the Capital.
Can you please confirm all 92 chargers have been installed and does TfL run those chargers for profit or is a third party involved, such as BP, Shell or ESB.
If a third party is involved does TfL receive a fee/payment to operate those 92 rapid charge-point’s from a third party.

Thank you for your request received by Transport for London (TfL) on 19 January 2023 asking for information about EV rapid chargers. Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. In December 2020, TfL achieved a target of installing 300 Rapid Charging Points (RCPs) across London’s road network, as part of a project aimed at encouraging a switch to zero emission vehicles and improve air quality. A key driver of the project was to provide infrastructure that would, specifically, enable taxis to be converted from conventional diesel engines to ‘Zero Emission Capable’ (ZEC) electric. A contribution of £5.24m was allocated from the ULEV Taxi Infrastructure initiative, which culminated in approximately a third of the 300 RCPs being dedicated for use by taxis.
Charge points were delivered through two suppliers – ESB and BP Pulse, via a dedicated procurement framework created for the project. TfL receives an annual ‘site fee’ payment from these operators, as well as a proportion of turnover generated by each of the RCPs.
