I am writing to you under the Freedom of Information Act 2000 to
request the following Information.
The request is for information regarding TfL’s Ultra Low Emission Zone and the costs around some of the measures being used to run the scheme.
1. There have been multiple reports (see links below) of security guards being employed by TfL, to guard the mobile vans that contain Ulez cameras. Can you tell me 1) the full cost of paying for security staff to protect the mobile vans (between 27 August and 25 October)?
2) Can you break this cost down for each of the following months, August, September and October?

2. There have been multiple reports of TfL using special armour or casings to help protect Ulez cameras from vandalism (see links below). Could you provide me with
1) the number of cameras that have had this ‘armour’ installed between 1 July and October 25?
2) Can you tell me the total amount of money TfL has had to pay for the procurement of this armour and the installation of these cameras?
If it is not possible to provide the information requested due to the
information exceeding the cost of compliance limits identified in
Section 12, please provide advice and assistance, under the Section 16obligations of the Act, as to how I can refine my request.
If you can identify any ways that my request could be refined, I would be grateful for any further advice and assistance.

Thank you for your request received by Transport for London (TfL) on25 October 2023 asking for information about the Ultra Low Emission Zone (ULEZ) cameras and the personnel used for the vans that help enforce the ULEZ.
Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. I can confirm we do hold the information you require.
However, in accordance with the EIR, we are not obliged to supply any of the information as it is subject to a statutory exception to the right of access to information under regulation 12(5)(a) – international relations, defence, national security & public safety (in this instance specifically public safety), regulation 12(5)(b) – the course of justice, the ability of a person to receive a fair trial or the ability of the public authority to conduct and inquiry of a criminal or disciplinary nature – (in this instance specifically the course of justice), and regulation 12(5)(e) – confidentially of commercial or industrial information where such confidentiality is provide by law to protect a legitimate economic interest.
