Escalators at Cutty Sark

You asked

Clarification: Thank you for your email and apologies for the delay in replying, it had gone to my junk folder for some reason. When I asked about the cost of escalator works I meant component repairs, component replacements, and capital replacement projects, and anything else that has been incurred that was not just routine planned maintenance. Please could you ask Keolis to provide information about which escalators were out of use from June 2018 until now (November 2019). I realise this would be goodwill on their part. Please can you also provide any information you hold, or that Keolis or the branch line company are prepared to provide, on the cost of escalator works over the past few years (in whatever format and for whatever exact period the information is available). Finally please can you let me know what service levels relating to escalators the branch line and Keolis are contracted to provide, what remedies are available to you under the contract for their breach, and whether and what action tfl have taken. To give context for this request - users of Cutty Sark have had to use the stairs for part or all of their access to the station for most of the past few years; this is a long standing issue not a one off.

Thank you for your request received by Transport for London (TfL) on 29 November 2019 asking for information about escalators at Cutty Sark DLR station.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require.  You asked for –

Information on which escalators were out of use from June 2018 until November 2019 (at Cutty Sark station)

DLR’s concessionaire CGL Rail manages the length of the DLR railway which includes stations between Mudchute and Lewisham, on behalf of TfL.  However we do hold a central list of all escalator outages which have been recorded since June 2018, which includes the outages for the escalators at Cutty Sark station (CUS) which is attached.  Please note that we have identified an issue of under-reporting of escalator outages affecting Cutty Sark station and as such its possible that our records are not complete. We are reviewing this data at the moment to improve its accuracy.

2. information on the cost of the escalator works ( component repairs, component replacements, and capital replacement projects, and anything else that has been incurred that was not just routine planned maintenance) for DLR station escalators over the last few years.  

Unfortunately we do not hold the information you have requested on the cost of the escalator breakdown and repair works or capital replacement project costs. As stated above, CGL Rail who are a private operation company hold this information themselves as they own and maintain the escalators at Cutty Sark station. They do not share financial information of this nature with us neither are they obliged to provide this data to us under FOI legislation.

3. Finally please can you let me know what service levels relating to escalators the branch line and Keolis are contracted to provide, what remedies are available to you under the contract for their breach, and whether and what action tfl have taken.

With regards to the last part of your request, we have outlined the escalator service levels for CGLR below.

Escalators should be serviceable for at least 98% of train service hours in any available Period (average for total population of escalators) and zero occurrence of all escalators serving a platform being out of service simultaneously in addition to the above condition (there is a grace period of 1 hour for this to be rectified).
