Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm we do hold the information you require. You asked:

When referring to the parking bays in that stretch of road, I was also interested in the newly restricted one around numbers 3-13 which is constantly catching people out. Could you please tell me how much that one has raised?

Red route sign and road markings are referred to in the Highway Code, which all drivers are expected to be familiar with. The relevant section states “On Red Routes you may stop to park, load/unload in specially marked boxes and adjacent signs specify the times and purposes and duration allowed”. A box marked in red indicates that it may only be available for the purpose specified for part of the day (eg between busy peak periods). A box marked in white means that it is available throughout the day.

The red route bay outside 6-9 High Street SM3 is a white bay which, as explained in the Highway Code and in our previous response, means that it is available throughout the day. Our records show that the restriction in this bay has been in place since at least 2005. The sign in the bay clearly sets out that drivers are only permitted to stop here to load/unload for a maximum of 20 minutes or for disabled parking for a maximum of 3 hours when a valid blue badge is displayed. Drivers are not permitted to stop here for any other purpose.

We ensure statutory signs and road markings are in place which give drivers adequate information regarding the red route restrictions in all parking and loading bays on our network. We will allow drivers a reasonable time to check the restrictions, however we take the strict stance that it is the responsibility of the driver to be aware of and comply with the red route restrictions as laid out in the Highway Code.

For misuse of the loading and disabled parking bay outside 6-9 High Street, SM3:

We issued 68 PCNs between 1 April 2017 and 31 March 2018. The total value of payments received for these PCNs is £4,493.

We issued 175 PCNs between 1 April 2016 and 31 March 2017. The total value of payments received for these PCNs is £11,617.

The white bay outside 11-17 High Street SM3 is a general parking bay. We have no record of any PCNs issued at this bay in the last two years.

Thank you for your reply which made interesting reading and goes some way towards explaining why the small business owners in Cheam find it difficult to survive.

When referring to the parking bays in that stretch of road, I was also interested in the newly restricted one around numbers 3-13 which is constantly catching people out. Could you please tell me how much that one has raised? It tends to be empty all day except for those unsuspecting people who draw in to run a quick errand, thinking they are lucky to have found a space. If these highly restrictive bays had lines painted in red, that all least would make the game a bit fairer.
