You asked

I would like to request for the number of appeals if any, for drivers affected by the road closure of Goswell Road on 14/12/2020 at approx 16:52 due to police closing Goswell Road, and instructing all traffic to divert, via the congestion zone. How many appeals did you receive regarding this incident detailing similar circumstances for the date in question?

We answered

Our ref: FOI-2641-2021/GH Thank you for your request received by Transport for London (TfL) on 22 March 2021 asking for information about Congestion Charging. Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require. In order to challenge a penalty the recipient must first submit a representation to us. If the representation is accepted the penalty is cancelled. If we reject the representation the motorist has a further right of appeal to an Independent Adjudicator at London Tribunals. On the 14 December 2020, the same camera that issued your Penalty Charge Notice (PCN) on Goswell Road issued 72 PCNs for non-payment of the Congestion and Ultra Low Emissions Zone (ULEZ) Charges. We received 36 representations against the PCNs issued. Of these 9 have been rejected, 22 have been accepted and 5 are awaiting a decision. No appeals have been received following any of the representation rejections. It is important to mention that we issue PCNs automatically when there is no valid charge payment recorded against a vehicle registration. It may not be that all these vehicles were in the zone due to a diversion. Some may have been in the zone knowingly and not paid.
