Pink readers

You asked

I would like a copy of the report that established the regime of having to use pink readers. I travel from ilford to Wood Green via Stratford. If I do not tap the pink reader I am charged as if I travelled to a destination in zone 1. As tfl know when I tap in at ilford and know when I tap out at Wood Green why do I need to tap the pink readers ?
