Please provide a list of all contracts awarded or extended uncontested - on single supplier justification - in the past 24 months including the contractor’s name, the value of the extension and the total amount paid since the original contract award.

Thank you for your requests received by Transport for London (TfL) asking for information about uncontested contracts.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.
Unfortunately, to provide the information you have requested in your requests would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees Regulations 2004).
Under section 12 of the FOI Act, we are not obliged to comply with your requests if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.
The information you have requested is recorded in various different ways across several different parts of the organisation and so we are unable to report specifically on the information you require. Expenditure data is recorded across two different reporting systems (SAP and Oracle). We have been able to generate a report of spend recorded in SAP that has been manually categorised as “Non-competitive”.
However, this report produced in excess of 90,000 records (out of a total of approximately 5million records). A review of these records has shown that they range from additional spend on a major contract with Bombardier for S-stock trains to spend on consumables for £0.01 from Hilti. It is not possible to carry out any further automated analysis of these records to produce the information you have requested. It is therefore apparent that in order to process your request we would need to manually review every record to locate and extract those that fit within the scope of your request. Further work would also need to be conducted across other reporting systems, as well as reviewing records listed in the TfL Contracts Register in order to fully answer your request.
We therefore estimate that answering your requests would significantly exceed the cost limit. To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking. For example, you may wish to limit your request to a particular value threshold, or contracts to a specific supplier, product or service.
