What arrangement has been reached with Heathrow Airport or it’s holding company that allows TfL to park a ULEZ mobile camera van off the road on Heathrow Airport private property.
Secondly, what security vetting is conducted on both drivers and ‘minders’ of ULEZ mobile camera vans. Do you check the criminal records of drivers or ‘minders’ before and during employment?

Thank you for your request received by Transport for London (TfL) on 21 October 2023 asking for information about our ULEZ mobile camera vans.
Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we hold the information you require. You asked: What arrangement has been reached with Heathrow Airport or it’s holding company that allows TfL to park a ULEZ mobile camera van off the road on Heathrow Airport private property.

TfL has agreed permits with Heathrow Airport Limited to park at several locations on Heathrow Airport land.
TfL has deployed mobile units as part of our extensive camera network to support the effective operation of the ULEZ scheme. Cars that accompany the mobile units are used to transport staff who support the operation of the mobile ANPR cameras, including licensed security workers, as required. Where security operatives are used to support the mobile ULEZ camera vans they are suitably licensed by the Security Industry Authority.
