Thank you for your request asking for information about private hire operators.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm we do hold the information you require. You asked:

1. How many PH operators do TfL regulate?

As of 1 December 2019, there are 2,146 licensed private hire operators.

We regularly publish licensing information on our website at the following location: www.tfl.gov.uk/info-for/taxis-and-private-hire/licensing/licensing-information.

2. How many of these have conditions attached to their licence?

All licensed private hire operators have conditions attached to their licence.

For further details please see our guide to applicants who are applying for a London private hire operator’s licence: http://content.tfl.gov.uk/phv-102.pdf. Additional specific licensing conditions may be applied on individual licences in specific circumstances.

We have recently published a FOI response which provides information on specific licensing conditions that have been applied to five private hire operators as an example. 3. Out of those with conditions attached, what is the average amount of conditions applied?

As the vast majority of private hire operator licences are issued with the conditions outlined in the guide referred to above, the average is around 13.

In the five examples in the FOI referred to above, there are an average of 10 conditions which are in addition to the 13 summary conditions.

4. How many prosecutions for permitting no insurance were taken out by TfL against Operators?

We have carried out four prosecutions over the last year.
