Maintenance Resposibility as an Highway Authority is it TfL or Highways England?

You asked
For over a year a man has been living in a caravan on the roundabout on the A312, The Parkway, Hounslow where it passes under junction 4 of the M4. This man, who is aggressive, has two large German Shepherd dogs which roam freely and intimidate any persons on the land. It is my understanding that, at one stage, the dogs were seized by police but have now been returned to the owner. The land in question is it owned and operated by Transport for London or Highways England who would have the responsibility for the maintenance of the verges and roundabouts? Please advise.

Thank you for your email received by us on 24 March 2017 asking for information about land ownership and maintenance of the roundabout and verges on the A312, The Parkway, Hounslow under Junction 4 of the M4.
