You asked

I am writing to request information, specifically (where available) your official report, into an incident that occurred today Thursday 16 March 2017 at approximately 11.40am at Victoria Station on the down escalator towards the northbound Victoria Line. This incident involved a member of my staff and I am required to investigate. A summary of the incident is as follows: the escalator was crowded and a person travelling with two suitcases was blocking the bottom of the escalator, meaning that nobody could pass them when walking down. When they reached the bottom of the escalator they were unable to lift the suitcases off, causing them to slip and fall, thereby blocking other escalator users from alighting at the bottom. This resulted in a number of passengers falling on top of one another before somebody pushed the emergency stop button. Though my staff member was not seriously injured, he (and others) may well have been. Please provide me with your official written report into the incident, including (but not limited to): •the causes and impact of the incident •your immediate response to the incident •your comments on whether station staff had been in a position to ensure, and had ensured, that the escalator was being used safely and appropriately by your customers (for example, as an interchange with the National Rail station, does Victoria Underground Station have lifts for customers travelling with bulky luggage; if so, are those customers properly encouraged to use the lift; and, if not, do staff provide sufficient assistance to those customers who travel on the escalators with bulky luggage?) •any recommendations considered or made to improve customer safety and reduce the likelihood of a similar incident occurring in the future I would be grateful for your prompt reply.
